Contract Funding: As many of you may know, the governor signed the state budget on Monday. Although the funding for your contract was not included in the budget, we still have a funding request pending before the Legislature. When we have further information on this request, we will update you.
As we reported earlier, we did file a grievance on this issue and it has wound its way through the grievance process. It is currently awaiting arbitration.
Holidays: There has been much discussion at the State House regarding your two floating holidays (Evacuation Day and Bunker Hill Day). The current contract includes those holidays and they cannot be eliminated during the term of this agreement.
Health Insurance Increases: The recently passed state budget included increases to your health insurance contribution, despite our intense lobbying efforts. The law goes into effect today. The change becomes effective August 1, 2009.
The premium changes for active employees’ basic life and health premium contributions are as follows:
· Employees hired on or before June 30, 2003 will now pay 20 percent of their monthly group insurance premium.
· Employees hired after June 30, 2003 will now pay 25 percent of their monthly group insurance premium.
In other words, all employees currently paying 15 percent will now pay 20 percent and all employees currently paying 20 percent (and any new hires or groups joining the GIC) will pay 25 percent of their monthly group insurance premium for basic life and health coverage. There is no change for the GIC’s dental/vision plan.
This change applies to FY2010 and we will continue our lobbying efforts, along with other public sector unions, to roll back these increases.
